During the time-period we are talking about, Brasov, Cluj and Timisoara
had larger populations than Czernowitz, so they are not quite
comparable.
Even so, neither Brasov, nor Timisoara had a university when
Czernowitz did.
Both Eminescu (Romania's most famous poet) and Porumbescu
(one of Romania's best known composers), for a while lived in
Czernowitz.
Huberman (most famous violinist of his time) gave concerts in
Czernowitz.
Look at a map of Czernowitz as it was, and you will see how well
planned it was.
All the main streets were paved, not like Kishinev, Oradea Mare, Satu
Mare, etc.
Czernowitz had a tram-car system long before other cities of similar
size.
Buildings in Czernowitz were built in Neoclassic style, Jugend-Still
and Bauhaus style, when many other cities of similar size, had no
architect
designed buildings at all.
