Looks like the first part is written by an 8th grader and the second part by a 10th grader. It also comes up as an ORT project.
Chibur(Khibur) in Hebrew means essay, It could be a competition for best essay for high school students.
 Since a few days ago there was a link to the Czernowitz Jewish Day (Ort) school, I would assume that the two links are related. I did read every word of it. It is very informative about the rich history of Jews in Czernowitz and the right and liberties provided to them by the Austrian - Hungarian Government, they just forgot to mention what happened after. I also like the beginning. It talks to the effect that not that the Jews of Czernowitz were better than in other areas, it's just that they were given better opportunities (rights, freedom, to pursue etc..) than in other places. I don't blame the kids. When I was a teen in Czernowitz I would not dare write what that all of it ended long time ago and how.
The more I read about Czernowitz today, the less I wish to go back. It sounds like a Disney advertisement.
