[Cz-L] Help decyphering this document needed

Czernowitzers...

It's in English (sort of), and appears to be the landing manifest for
part of Shelley Mitchell's family. The person who wrote this in 1906
certainly didn't win any penmanship awards, so let us deploy our sharply
honed detective skills to help Ms.Mitchell.
