In 2006 when we met in Czernowitz I obtained my birth certificate from the
"local municipal juridic registry". It was an official document in
Ukrainian language. I left it with a local notary who sent it to Kiev in
order to get the necessary apostille and had it returned to me in Israel by
post two months later.

The same thing can be done through any Ukrainian local consulate all over
the world. It would take about 1 year to receive it - at least that was the
case some years ago. This is authentic personal knowledge.

As to its practical value for obtaining Austrian citizenship I can only
speculate from what I know was the situation some 10 years ago - you have
to be a minor (less 18 years old) to benefit from a parent's citizenship -
so how can a grandfather's be of any help?
