Definitely Romanization of the names....
My grandfather Moritz Scharfstein became "Scharfstein, Mauriciu"
His cousin Alexander Kissman became "Kissmann, Alexandru"

I've compiled out of the "Freelancers Directory for the Municipality of Czernowitz for the Year 1936"

a listing displaying the doctors, including municipal and military doctors for the year 1936, all in total 286 names:

According to my very rough estimate there were approx. 150 - 175, in any case more than 50 % Jewish doctors in Czernowitz in the year 1936. There is no doubt, Berti, you are completely right stating:
