No way . The Rumanians never spoke Turkish.
Of course there were some successful Jewish merchants who traveled between
Constantinople, Lemberg and Leipzig and spoke many languages.

Jews in all parts of Europe spoke the language of the majority of the
population, frequently, they also spoke the languages common in neighboring
countries.
They did not necessarily speak these languages well or correctly, but enough
so To be able to communicate with their non-Jewish neighbors.
There certainly were highly educated Jews in many major European cities;
Like Prague, Vienna, Dusseldorf and others, but in Czernowitz at that time,
most of the Jews were from other parts of the Ottoman Empire and quite
possibly They spoke Turkish.
