Vital records for Czernowitz are mostly still intact and kept at the
Oblast Archives in Czernowitz. All Jewish records were microfilmed by the
LDS Family History Library some years ago. A group led by Daniel Horowitz
indexed these records and you can access that index here:

There are over 100 listings for the name GRAUER. Check variant spellings,
too.
