All of the information I've acquired on my maternal great-grandfather says he was born in Czernowitz in the 1860s. A 1905 New York State census lists his birthplace as Austria-Valia. Is it a reasonable inference to conclude that this refers to the village of Valia Kuzmyna just south of Czernowitz proper, or are there other villages in the area with a similar name?
