Hi Stephen,

My grandfather Leiser Chanes was born in 1935. It took a few emails to the
archives and a few phone calls as well.
All I did was send them an email (actually several emails) with the name,
birth date and parents names. When I didn't receive a reply I called them
and was transferred to someone who spoke English and she confirmed that
they got the email and would look for the record.
They then sent me the scan of the birth certificate and the amount that I
had to pay for it. After they received the payment they sent me a signed
document (by post) confirming the birth certificate.

It took about a year to get the document, but we got there in the end ;)
I'm sure it would be easier if a researcher who spoke Ukranian could do it
for you....
