When we were in Czernowitz in 2010, our guide in the city had a book which
told how the street names had changed. She could look up streets according
to their names before certain dates and find out what they were named
currently. I have the card of a guide which I think belongs to the person
that helped us.
The card says: Danilovich Zorema, Translations, interpretations,
excursions. There are two emails listed.

Another place to inquire might be the small Jewish Museum on the square
near the lovely Opera House.
Good luck,
