Dear Eric,
russ. is the abbreviation for Russian. These language prefixes were used often all over the monarchy when the majority of the population used an other language than the surrounding, like wind. (for windisch, today Slovenian) Graetz in Styria, or kro. (for Croatian) Minihof in Burgenland… From the Austrian point of view Bukowina was Molauisch/Rumänisch (Pre-Moldovian/Romanian) and so a village with a Russian/Ukrainian speaking majority where marked extra-ordinary.
