Joe,
The train arrives in Suceava at 14:13 and departs at 14:48, at Siret
(border) the train arrives 16:54 departs 19:07.
From the information which I have it is possible to rent a car in
Suceava, but crossing the border in to
Ukraine is a problem and complicated and not recommended.
