Hi,

You asked why the Jewish National House was not mentioned among the national
houses of old Czernowitz in the Romanian book, nor were there any references
to
the once largest ethnic group of the city. I would suspect that the
anti-Semitic
strain may have survived in the "new Romania".

Though over seventy years have now passed, I recall some painful events
involving the Romanian rulers and the Jewish National House. In the mid
thirties, the city's powers-to-be decided to build a Palace of Culture
(Palatul Culturii), Romanian of course, adjacent to the Jewish National
Home. This project was to be funded by the citizens, which translated to
sizeable assessments for Jewish merchants, businessmen, and professionals.
An especially pernicious institution at that time was the Financial Guard
(Garda Financiara) established to monitor compliance with the sales tax
regulation requiring that special stamps be affixed to all invoices, bills,
etc. The Financial Guard was mobile and uniformed officers would roam the
city on motorcycles and make frequent visits to stores, offices, and other
businesses. Though traditional means were used to minimize their
interference, part of the fines that were collected were used to help with
the chronic overruns in the construction of the Palace. The Royal Resident
(Governor) of the province was Professor Alexianu (later Governor of
Transnistria, convicted after the war as a war criminal and executed along
with Marshal Antonescu) and his administration started proceedings to
condemn the Jewish House, for being in a location incompatible with the
Palace of Culture. The proceeding had advanced to the point where a forced
sale was expected, when the Romanian rule suddenly ended on June 28, 1940.
