The presence of beggars or their absence in a city is an indicator, both of
the economic situation and the social services available in that city.
From statistics, I know that the economic situation in Chernivtsi is bad.
That there are not more beggars, most probably indicates that families
and social services manage to provide for the very poor.
The person who took the photograph, obviously wanted to show the disparities
in income between the rich and the poor and to highlight the attitude of the
child to the poor woman. I agree with his purpose, but at the same time I
want to let members of this list, who have not visited Chernivtsi in recent
years ,know that on the surface, one sees no more poverty in Chernivtsi than
in many cities in the US and Europe.
