I am against such broad generalizations.
In most European countries, if not in all, people were at one time
or another, Anti-semitic and even today there are Anti-Semites
everywhere.
But not all people belonging to a given nationality share the same
opinions,
or have the same character.

During the war years, there was a Ukrainian peasant woman, who regularly
brought us cheese and butter, even though she was forbidden to do so.
In the winter of 1944 - 45 when my mother was directed to enlist
in a group of women who were going to be sent to fell trees,
a Ukrainian woman, a complete stranger, berated the Russian official
and argued with him that my mother should not be sent to do such work,
because she had a young child and was too frail. She won her point.

According to the information from Yad Va-Shem, 2441 Ukrainians
are counted as righteous among the nations, meaning that they
assisted or saved Jews during WW2.
