What you have make sense. Czernowitz at the time was Austrian, under
Hapsburg rule. When I visited Czernowitz in 2010, I was told that many
Ukrainians were recruited to move to Canada to settle the Prairies at about
that time. They also said that is why they get many (?) Canadian tourists
in Czernowitz. Indeed we saw a busload of Canadians returning to visit.
